Peak Cluster Carbon Capture and Storage Pipeline
This page contains information about Cheshire Wildlife Trust’s assessment of the potential impact on nature from the construction of the Peak Cluster Carbon Capture and Storage pipeline.
This page will be updated regularly throughout the phased consultation period culminating in the submission of the Development Consent Order (or DCO) to the government’s Planning Inspectorate by Peak Cluster which is estimated to be sometime in 2028.
What is Peak Cluster?
Peak Cluster was publicly launched on the 17th of May 2023. The Nationally Significant Infrastructure project (NSIP) was initiated by five cement and lime plants in the Peak District and Staffordshire Moorlands, owned by Tarmac, Breedon, Lhoist and Aggregate Industries, together with the Lostock Sustainable Energy Plant in Cheshire. Peak Cluster aims to capture and transport carbon dioxide emissions from industrial plants in Derbyshire, Staffordshire and Cheshire before permanently locking away the carbon dioxide beneath the eastern Irish Sea in carbon storage facilities within both Liverpool and Morecombe Bay.

The Phase 1 public consultation on Peak Cluster began on Monday 12th January and closed on Friday 27th February 2026.
After this initial consultation ended Cheshire Wildlife Trust published our first position statement which can be found here.
As a result of the Phase 1 Consultation, Peak Cluster initiated an additional engagement phase that ran from Tuesday 31st March until Friday 8th May 2026 with communities on the Wirral Peninsula.
During the Phase 1 Consultation Peak Cluster published an Environmental Impact Assessment (EIA) Scoping Report which can be accessed via their Document Library.
